Osprey Charging Network Ltd. has proposed the development, which would be built on an existing section of the car park.
The plans include an EV charging hub with associated infrastructure such as lighting, CCTV, and signage to direct users to the charging points.
A separate application has also been lodged for advertising consent.
This would cover the display of four charging signs, four directional signs, and a fence-mounted illuminated Osprey logo.
The proposed development covers an area of 547.6 square metres but does not involve constructing new buildings or the removal of public open space.
The application does note the need for concrete pads to support the installation of equipment such as substations and charging units.
The plans confirm that there will be no changes to existing vehicle or pedestrian access routes, and no new roads or rights of way will be created.
Vehicle parking is directly affected by the proposal, with plans showing how existing spaces will be repurposed for the EV hub.
Trees are present on the site, though none on adjacent land are thought to be impacted by the installation.
The site does not fall within a flood risk area and is not close to any watercourses.
Surface water would be discharged to the main sewer system, and no increase in flood risk elsewhere is anticipated.
Environmental assessments found no evidence of contamination or the presence of protected species, designated habitats, or geological features that would be affected by the works.
The proposal does not include any residential, industrial, or commercial development, and no additional staff would be required to operate the hub.
No formal neighbour or community consultation was carried out prior to submitting the applications.
Both applications were submitted by Planware Ltd., acting on behalf of Osprey Charging Network Ltd.
The applicant is not the landowner but has confirmed that the necessary permissions have been secured from the shopping park to carry out the works.
