Kingsway Wallasey Tunnel has been closed since 4.30pm due to an ongoing police incident in the westbound side of the tunnel.
There are long delays between Liverpool and Wallasey with many stuck in queuing traffic.
Congested traffic is being diverted to Scotland Road to avoid the closure.
In a statement from Merseyside Police they said: "We can confirm that the Kingsway Tunnel is closed to traffic travelling from Liverpool towards Wallasey due to an ongoing incident.
"Traffic from Wallasey towards Liverpool is subject to a diversion onto Scotland Road as you leave the tunnel.
"At around 4.05pm, reports came in of a concern for the safety of a woman near to the Liverpool entrance on Great Nelson Street.
"Please avoid the area and take an alternative route. Thanks for your patience."
Many stuck in the traffic have taken to Facebook.
One user wrote: “Stuck on Wallasey side of the tunnel been here for 15 minutes now, a pain but hope everyone is okay.”
Another wrote: “I’m stuck in the pile up of traffic now, everyone being redirected to Birkenhead tunnel, whole of Scotland Road both sides basically at stand still. Hope whoever involved in the incident/accident are okay.”
Another posted: “I’ve been waiting 45/50 mins and moved about 20 metres still nowhere near Birkenhead tunnel.”
