Pauline Campbell was found in the entrance to the graveyard in Oathills Cemetery, Chester Road, Malpas by a member of the public at about 6.50am on Thursday.
Mrs Campbell, 60, lived in Hampton, Malpas and spent much of her time campaigning for prisoner rights after her daughter Sarah Campbell committed suicide in Styal Prison in 2003.
Cheshire Police spokesperson Rachel Hayes said: "At 6.51am a member of the public alerted police to the body of a woman lying in the entrance to a graveyard in Oathills in Malpas.
"Early indications are that there are no suspicious circumstances."
